It would be an interesting game mechanic if similarly to how pointed dripstone with water above it fills a cauldron with water if the pointed dripstone drips onto a dripstone block or a block of pointed dripstone there should be a chance for a new piece of pointed dripstone. I am sure that to grow the drip stone you need a block of water above it but the glow berrys could be the water or not. After the update if a stalactite is hanging from a dripstone block and a water source is above it the stalactite will grow as will a stalagmite below it.

To create them manually simply keep stacking pointed dripstones on either the stalactite or the stalagmite or both until they join together the last pointed dripstone placed being the most slender part of the whole column.
